Q. I am taking the Praxis I PPST on 9/06. Is there a full practice test available at the library? If not, are there other study materials available?

There are several study aides available for the Praxis at the library.  Most of the more recent ones (which include practice tests) are at the circulation desk on the second floor, on reserve.  They're usually available for a one week check-out period.
