I got a PDF of it this way (bear in mind, I'm using an on-campus computer):

Go to http://scholar.google.com and enter the title of the article in quotes in the search box.  The first search result should be an exact match.  To the right of that is a link that says "Full-Text at UNO Library."  Click that, and a moment later you should be transferred to a Sage Journals page with a link to the PDF near the middle of the page.

Another option is to go the the "All Journals A-Z" link on our home page (under "Find Articles, Databases & Journals") and search for "Topics in Early Childhood Special Education."  We have online access to some issues of that journal through four different databases; click "Full Text from Sage Publications" and go to the November 2012 issue when you are taken to the journal's page.  If you're off campus, you will have to enter your name and ID, but you can get a PDF of your article there too. 

If you have already set up an interlibrary loan account and are still having problems, then you should call the ILL office at 554-3209 during normal business hours.  If you have not, there is a link near the middle of the library home page where you can establish an account and start requesting articles.
