It looks like the best source discussing the development of the inventory(ies) is an article written by David P. Campbell, published in the Journal of Vocational Behavior:

Criss Library does not have online access to the Journal of Vocational Behavior, but volume 55 of 1999 is shelved in the Periodicals Collection on the 1st Floor at the call number HF5381 .A1 J68 V.55 1999.
I tried a number of sources looking for biographical information about Campbell, Holland, and Strong, but they are elusive and I found nothing directly pertinent beyond citations to their research articles and associated inventories. You could double-check me by searching in the PsycInfo database or Google Scholar. Just search the three last names together with an additional word such as "personality" or "vocational."
