Q. Need assistance looking for The Kabul Times Newspaper, 1970s

The University of Nebraska at Omaha Libraries digitized issues of the Kabul Times from microfilm a number of years ago. All of those digital files are available for download at https://digitalcommons.unomaha.edu/kabultimes/ . Unfortunately, as you know, the quality of images from microfilm varies widely and can be poor some times. The Archives and Special Collections department has very few paper copies of Kabul Times.
