The typical APA citation format for a government document, in this case one issued by UNESCO, would follow the example here: Government Document.  This document, however, is a more a compilation, and because you are citing individual chapters within it, your citation should be further detailed to reflect that (example, here: Article of Chapter in an Edited Book.

I would cite the second chapter like this.  I can't guarantee the precise spacing and formatting in our Ask-a-Librarian text editor, but the sequence of information is correct:
