That depends on where it is located in the library. Reference books located on the first floor are not available for check out but there is no time limit for its return and you may copy and print off anything that you may find relevant in it at one of the printing stations. If the book is located on the main or third floor it is normally available for check out unless otherwise marked or indicated. The best option is usually to go to library.unomaha.edu and type in the title of the book in the search box on the right side of the page. If Criss library has the book, you can click on the link and the page describing the book will tell where it is located and if it is available for check out.
