The article was published in The Journal of Positive Behavior Interventions, volume 16, issue 4, October 2014, on pages 246-254.
I searched for the title of the journal in the All eJournals A-Z directory linked under the Research Tools column on the left side of the library homepage:
This search retrieved a record indicating that several databases include articles from the journal, but only the SAGE Publications database includes current articles. The three other databases discontinued licensing articles after 2007:

The library subscribes to over 200 databases, and the various publishers have many deals in place to license content. If you do not find an article in one database, it may well be in another, and the All eJournals A-Z directory helps sort through it all.
You may also discover that no library database includes articles from a particular journal, in which case you can submit an Interlibrary Loan request to obtain a copy from another library. Interlibrary Loan usually obtains copies in 2-4 days.
